The Land Use Committee voted July 9 to send amendments to the HomeSF program to the full board with a positive recommendation, adopting a temporary tiered approach intended to increase developer participation while retaining conditional-use review and neighborhood protections.
Under the committee's approach, the program will offer three temporary tiers: projects of 24 units or fewer would qualify with 20% on-site affordable HomeSF units; projects of more than 24 units would provide 23% on-site; a second tier that adds one story would require 25% on-site; and taking two stories above existing height limits would require the full 30% affordability. Committee sponsors also proposed allowing project sponsors more/different zoning modifications as an incentive and directed the Technical Advisory Committee (TAC) to study indexing HomeSF rates and the program's unit mix.
Speakers at the hearing urged the committee to preserve Mission-specific affordability levels and to adopt 'use-it-or-lose-it' timing for entitlements. Planning staff clarified that many Mission parcels are ineligible for HomeSF because of rezonings and existing residential uses; staff also said entitlements can be revoked after three years though revocation is not automatic. Committee members left conditional-use review in place and agreed to monitor pilot outcomes.
