Committee forwards Harlan Place beer-and-wine license to full Board

The Public Safety and Neighborhood Services Committee voted Sept. 27 to forward a Type 42 on‑sale beer-and-wine public premises license application for Presa LSC, doing business as Harlan Place (Cafe de la Presa), at 334 Grant Avenue to the full Board of Supervisors with a positive recommendation.

Sergeant George presented the police PCN report and said Central Station registered no opposition but noted the address sits in Plot 160, a high‑crime area, and in Census Tract 117—identified as a high‑saturation area. The Police Department recommended approval with conditions: alcohol service limited to 12 p.m.–11 p.m.; conspicuous signs at entrances stating “no alcohol beverages beyond this point” (recommended minimum size 7 by 11 inches with lettering at least 1 inch high); a premise employee to supervise outdoor patio alcohol service at all times; waiter/waitress service only on the patio; and no off‑sale of alcohol.

The applicant, identified as the owner of Cafe de la Presa, said the business had operated a wine bar in the same location for about 10 years under a prior name and that renovations and a name change required a new ABC license. The owner described the concept as a wine bar that will also serve coffee in the morning and “serve wine by the glass starting 12 until 11:00 at night,” and stated the applicant agreed to the recommended conditions.

There were no speakers during the public‑comment period on this item. A committee member moved to send the license to the full Board with a positive recommendation; Chair Hilary Ronan announced no objections and the item was advanced to the Board unanimously.

The full Board will receive the item on its Oct. 3, 2017 agenda, where members may vote on final issuance and any additional conditions or stipulations.
