Committee recommends Mayor’s nominee Carol Eisen as San Francisco Human Resources director

The Rules Committee voted March 22 to recommend Mayor London Breed’s nomination of Carol Eisen as San Francisco’s Human Resources director to the full Board of Supervisors. The committee’s recommendation follows an appearance by Eisen, questions from supervisors, and a lengthy public comment period featuring both endorsements and opposition.

Eisen outlined plans to strengthen oversight inside the Department of Human Resources, including establishing a routine audit function, coordinating with the controller’s whistleblower unit and the city attorney’s public integrity unit, reviewing equal‑employment‑opportunity practices, expanding diversity, equity and inclusion work, and modernizing hiring through an applicant tracking system. She said she would “set the tone from the top” and partner with organized labor to pursue fair, nonpolitical civil‑service employment.

Several labor and industry representatives spoke in support, citing long working relationships with Eisen and her role in prior negotiations. Others — including members of the Black Employee Alliance — urged caution and asked for a leader with a stronger racial‑justice framework, arguing existing disciplinary and advancement disparities for Black and Latinx employees must be addressed.

Vice Chair Rafael Mandelmann moved to send the nomination with a committee report to the full Board; the motion passed by roll call and was adopted without objection.
