Board committee backs five-year extension of Lower Polk Alcohol Restricted Use District

The Land Use Committee on April 16 voted to forward an ordinance to extend the Lower Polk Street Alcohol Restricted Use District (RUD) until June 1, 2023, with a positive recommendation to the full Board.
Sponsor Supervisor Peskin told the committee the district, established in 2013, addresses the concentration of bars in Lower Polk and helps maintain a balance of uses. Peskin offered a small amendment changing the term "approved" to "submitted" with respect to a Jan. 1, 2018, timing provision to ensure an accommodation for the Hemlock Tavern.
Aaron Starr of the Planning Department said the Planning Commission reviewed the item on March 29 and recommended modifications including replacing a one-year abandonment period with an 18-month abandonment period, revising the 01/01/2018 date for the Hemlock Tavern exception, and clarifying footnotes identifying Lower Polk Street RUD. Public comment included praise from Lower Polk Neighbors for the ordinance and the accommodation for Hemlock Tavern. The committee amended as enumerated and passed the motion to recommend the ordinance to the full Board without objection.
