Committee sends CVS— Beach Street beer-and-wine license transfer to full Board with positive recommendation

The Public Safety and Neighborhood Services Committee voted on July 12 to forward a transfer request for a Type 20 (off-sale beer and wine) license for Garfield Beach CVS LLC at 799 Beach Street to the full Board with a positive recommendation.

Staff presented a PCN report noting zero letters of protest or support in file, and identified the site as being in a plot characterized in the materials as high crime and in a high-saturation census tract. Land-use (LU) staff recommended multiple conditions: permitted sales hours of 8 a.m. to 11 p.m. daily; no more than 5 percent of the premise used for alcohol display; size and container restrictions on certain single-serve malt beverages; limits on ABV for some malt beverages and wine; graffiti removal requirements (72 hours) and a loitering prohibition.

John Kevlin, representing CVS, said the company had worked with the police department and the Fisherman's Wharf CBD, and had agreed to conditions appropriate for the location. Michael Mallard of Bose Development Group (representing CVS) said some CVS stores are closing and the license transfer is to move authorization to the new location; opening was anticipated in February. Committee members asked about the license source and store closures; representatives said they would confirm details and follow up with supervisors' offices.

Supervisor Feuer moved to send the item to the full Board with a positive recommendation; there were no objections and the motion passed. The clerk noted the item will be included on the Board agenda per standard notice procedures.
