Rules Committee recommends several appointments, continues Police Commission and Immigrant Rights items

At its Feb. 22 meeting the Rules Committee handled a slate of personnel matters alongside the SF RISE item. The committee recommended several mayoral and supervisor appointments to advisory bodies and took procedural action on two contentious nominations.
The committee voted to recommend Jerry Yang for appointment to the Child Care Planning and Advisory Council (CPAC) with a residency waiver after Yang spoke about his 25 years in early childhood work. The clerk recorded the roll call on the residency‑waiver recommendation as aye from Supervisors Mandelmann, Chan and Chair Peskin.
The committee also recommended two appointments to the Parks, Recreation and Open Space Advisory Committee (Rec & Park): Aaron Banks (seat for District 4) and Rafael Bortnick (seat for District 5). Both applicants spoke briefly about their qualifications and the committee moved both nominations to the full board with recommendation.
On the mayor’s Police Commission nominee, Larry Yee, the committee conducted a lengthy hearing with many callers in support but stopped short of action after a city attorney raised procedural questions about which commission seat the mayor intended to fill and whether the appointment materials matched that seat’s term. The committee continued the matter for one week to allow the clerk and city attorney to advise and to let the mayor submit any required materials.
Item 6, appointments to the Immigrant Rights Commission, drew numerous applicants and extensive public comment urging appointment of candidates who are themselves immigrants, including several callers urging the board to appoint Sarah Souza (a DACA recipient) and Lucia Obregon Matzer. Committee members said they wanted additional time to review candidate materials; the committee continued Item 6 for one week to the March 1 meeting.
What passed and what was continued: The committee advanced CPAC and Rec & Park recommendations to the full board and recommended approval of an OCII appointment (Ephraim Beiser). The Police Commission nomination and the Immigrant Rights Commission appointments were continued to allow additional procedural review and vetting.
Next steps: Recommended appointments will go to the full Board of Supervisors for confirmation at upcoming hearings; continued nominations are scheduled to return to Rules Committee on March 1.
