Committee backs amendment to Healthy Airport ordinance to preserve employee plan choice

The Rules Committee voted to forward to the full Board a proposed amendment to the Healthy Airport Administrative Code intended to preserve airport employees’ choice of health plans while guarding against employers eliminating existing options.
Supervisor Rafael Mandelmann explained the amendment would do three things: allow contracting employers at the San Francisco International Airport to continue offering multiple health-benefit plans and charge covered employees a limited share (only the premium difference between a free platinum plan and a more expensive option); clarify dependent eligibility for family health plans consistent with Department of Public Health practice; and extend the ordinance’s operative date from March 21 to April 1, 2021.
Peter Finn of Teamsters Local 856 spoke in favor, saying the amendment preserves employee choice and allows workers to buy up when they prefer different plan designs. Mandelmann moved the item forward with a positive recommendation; supervisors Mandelmann, Chan and Peskin voted 'Aye' and the motion passed without objection.
The amendment will go to the full Board for consideration.
