Committee advances small pay ordinance to full Board after staff said cost is about $16,000

The Government Audit and Oversight Committee voted to send an ordinance updating pay for classifications not represented by employee organizations to the full Board with a recommendation. Chair Sean Hillburn opened the item and asked staff for a synopsis.
Robert Thomas, labor relations manager for the Department of Public Health, said the change affects classifications employed solely by the department and is intended to correct a market lag and pay compaction with the clinical psychologists those staff supervise. Thomas said the department's wage study supports the adjustment.
Kevin Campbell of the Budget Analyst's Office told the committee the change would add roughly $16,000 in annual cost (cited in the budget analyst's report, page 5) and characterized the measure as a policy decision for the Board.
There was no public comment. Committee members asked staff to be ready to discuss implementation and budget impacts when the item reaches the Board of Supervisors. The committee moved the ordinance forward to the full Board with the committee's recommendation.
The Board is scheduled to consider the ordinance at its next regular meeting.
