Street encroachment reforms (Item 8): Supervisor Peskin and his staff described comprehensive updates to street encroachment and public‑works rules, including: establishing appeal procedures and timeframes; requiring detailed permittee maintenance obligations and annual evidence of bonds or securities when the board requires them; narrowly tailoring revocation grounds and requiring demonstrable evidence for revocations; and adding transfer/assignment conditions and maintenance endowment language for high‑cost permits. The working group incorporated amendments and deputy city attorneys read the changes into the record.
