Committee advances four liquor-license transfers and issuances with positive recommendations

The Public Safety and Neighborhood Services Committee voted without objection to send four alcohol-license matters to the full Board of Supervisors with favorable recommendations.

At the start of the meeting Chair Supervisor Ronan introduced the first item: a transfer of a Type 48 on-sale general public premises license to SAC Bars Inc., doing business as Hotel Epic at 708 Polk Street. KP Patel, representing SAK Bars, described plans for a 1,000-square-foot bar adjacent to Hotel Epic with hours proposed at 3 p.m. to 2 a.m., daily on-site security from 8 p.m. to 2 a.m., surveillance cameras and a 49-person capacity. Patel said the applicant conducted multilingual community outreach and "respectfully request[ed] your approval of our PCN request." Supervisors asked no questions and, after no public comment, the committee moved the item forward with a positive recommendation.

The committee next considered a Type 40 on-sale beer license for Presidio Theater (2340 Chestnut Street). Sergeant George of SFPD summarized the PCN report and recommended conditions including hours limits (10 a.m.–1 a.m.), point-of-sale restrictions, limits on quantities per transaction, a ban on off-sales, and graffiti-removal requirements. Sergeant George stated the applicant had agreed to the listed conditions. The applicant clarified the theater will sell beer (not wine) alongside finger foods; the committee forwarded the item without objection.

The third item involved a transfer of a Type 20 off-sale beer and wine license to Guerrero Quality Meats (345 Terravall Street). SFPD reported two letters of protest and recommended a limit on sales hours (7 a.m.–10 p.m.). Paul Guerra, senior partner, described the business as a second-generation union butcher shop expanding prepared-foods service at a second location and requested the license as a customer convenience. A neighbor, Stefano Casolato, spoke in support. The committee again approved forwarding the item with a positive recommendation.

Finally the committee considered a Type 40 on-sale beer license for Hermanas Coffee & Juice Bar (650 California Street). Inspector Gordon (SFPD) reported the premises are in a high-crime plot and in an undue-concentration census tract; ALU recommended conditions (hours 8 a.m.–7 p.m.; outdoor patio monitoring; prohibition on off-sales). Phil Schell, representing the business, said the operator had mailed outreach materials and accepted the conditions. The committee moved the item forward with a positive recommendation.

All four items were advanced to the Board of Supervisors for final action; the committee’s votes recorded "positive recommendation" and were unanimous or passed "without objection" in committee. The conditions recommended by SFPD and ALU were entered as part of the PCN reports for each applicant. The committee did not record roll-call tallies in these committee recommendations; final licensing decisions will be made by the Board.
