Rules Committee forwards two Treasure Island Development Authority appointments to full board

The San Francisco Board of Supervisors Rules Committee on Nov. 16 unanimously voted to forward to the full board the mayor’s reappointment of Mark Dunlap to the Treasure Island Development Authority (TIDA) Board and the appointment of Julia Prochnick.

Tyra Fennell of the mayor’s office spoke on Dunlap’s behalf, saying, “Mark Dunlap has been a positive asset to the commission for quite some time,” and outlined decades of volunteer and public service including work on HIV planning, housing and redevelopment bodies. Dunlap’s reappointment was read into the record with a term ending Feb. 26, 2024.

Prochnick introduced herself to the committee as an energy and environment professional and neighborhood leader. “I focus on energy, environment and equity,” she said, and said she would pursue financing and green solutions to address dust, power and health concerns on Treasure Island. Chair Supervisor Hillary Ronan asked how she would support residents and businesses during cleanup; Prochnick said she would pursue community conversations and technical and financing options.

Supervisor Catherine Stephanie moved to approve both items and "strike the rejecting language," recommending the appointments to the full board. The committee recorded roll‑call votes with Supervisors Stephanie and Marr and Chair Ronan voting aye; the motion passed without objection.

Why it matters: TIDA oversees redevelopment and infrastructure on Treasure Island, where residents and advocates have raised concerns about power outages, dust and cleanup. The committee’s action advances the mayor’s choices to the full Board of Supervisors for final confirmation.
