Committee forwards SFPUC Alameda Creek Recapture Project CEQA findings to Board

The Land Use Committee on Aug. 31 advanced a resolution asking the full Board to adopt CEQA findings, mitigation measures and a mitigation monitoring and reporting program for the San Francisco Public Utilities Commission’s Alameda Creek Recapture Project.
Ellen Levin, deputy manager of water at the SFPUC, described the project as a water‑supply measure to recapture a portion of in‑stream flows required to be released into Alameda Creek under permits for the Calaveras Dam replacement project. The proposal uses natural infiltration to recapture water in an existing quarry pit, floating‑barge pumps, flexible piping and an electrical control building adjacent to the pond to bring water into the SFPUC system. Levin said the project was included in the WSIP program EIR and that the EIR was certified on 06/22/2017.
Levin said planning and environmental review concluded construction impacts can be mitigated to a less‑than‑significant level and that project construction and operational mitigation measures will be implemented under a monitoring program. The committee took a motion by Supervisor Katie Tang to send the resolution to the full Board with a positive recommendation; the motion was taken without objection.
The item will appear on the Board’s September 5 agenda for final action and to enable notification of the Controller so project funds can be released.
