John Uptike, assistant director of real estate, reviewed the history of the site since 2007, the prior operators and the competitive solicitation that produced the recommended bidder. The recommended lease is a five‑year term at $1,500 per month (listed as $18,000 per year) with CPI adjustments. The incoming operator indicated a commitment to sustainable and healthy food choices and use of compostable utensils in line with the executive director’s healthy‑food directive.
Budget analyst Mr. Rose confirmed the RFP process and noted the recommended bidder submitted the lowest minimum annual guarantee (MAG) of $1,500 per month; he said the new rent is about $9,008 higher annually than prior receipts and recommended approval.
Supervisors asked about the transition timeline; Uptike said the operator would likely transition in October or November. Uptike also acknowledged ongoing negotiations with the current operator about reimbursement for unamortized improvements and said those discussions were being handled separately with counsel and expected to be nominal. He confirmed First Source hiring language would be included in new leases consistent with city contract requirements.
Public comment included vocal remarks urging improvements to the North Light Court. The committee advanced the item to the Board with recommendation.
