Committee advances amendment to speed Controller’s review of cigarette litter abatement fee

Greg Wagner, the Mayor’s Budget Director, explained the amendment would allow the Controller to make fee adjustments earlier based on the most recent data on recoverable expenses and to add a findings section citing a 2009 audit that found cigarette butts and related packaging accounted for 22% of street and sidewalk litter. The ordinance also instructs the Controller to periodically procure updated data on litter composition to inform fee adjustments.
The committee accepted the city attorney’s suggested non-substantive amendments to clarify findings and moved the ordinance forward without objection. One brief public comment supported cleaning up cigarette litter.
