Committee accepts amendment to allow mixed public–private delivery for Moscone renovation and forwards ordinance

The Department of Public Works asked the Budget & Finance Committee to approve an alternative contracting process for capital improvements to the Moscone Convention Center that would allow public trade packages to be competitively bid under Chapter 6 and then assigned to a general contractor who would manage integrated delivery using Tourism Improvement District (TID) (private) funds for certain professional services and the general contractor fee.
Edgar Lopez (DPW) described the scope of work, estimated public-construction costs of $55,500,000 for trade work and the rationale for using the integrated public–private delivery model similar to the approach at the California Academy of Sciences. The budget analyst recommended an amendment requiring DPW to ensure any scope of work assigned to the TID or general contractor be reviewed and approved in writing by DPW; staff submitted an amendment of the whole consistent with that recommendation. The committee rescinded an initial vote, accepted the amendment of the whole and forwarded the ordinance to the full Board with recommendation.
The committee opened public comment briefly and received supportive remarks. The item will move to the Board with the requested language to preserve DPW oversight of scope changes.
