Committee advances $60 million Medi-Cal behavioral-health agreement to full board

The Budget and Finance Committee on Monday advanced to the full Board a resolution authorizing the Department of Public Health’s Community Behavioral Health Services to enter a three-year combined net negotiated Medi‑Cal agreement with the State Department of Alcohol and Drug Programs valued at approximately $60,000,000.
Dr. Alice Gleichhorn, county alcohol and drug administrator, told the committee the agreement is funding for Medi‑Cal from the state in the form of a three‑year negotiated net amount: “The combined amount is approximately $60,000,000,” she said and offered to answer questions.
Budget analyst Mr. Rose recommended the committee amend the resolution to retroactively approve the agreement, noting the agreement starts on July 1 and provides reimbursement to the Department of Public Health.
Chair Supervisor John Avalos asked whether the funds were at risk from the state budget; Dr. Gleichhorn said the city expects to receive the full amount because “it’s a federal pass‑through.” Monique Muda of the Comptroller’s Office cautioned that while the program had not been identified for reductions, cash‑flow interruptions are possible pending the state budget and that the controller’s office works to ensure departments can meet payroll and contractor obligations in the interim.
No members of the public spoke on the item. The committee took a motion to accept the resolution as amended and advance it to the full Board with recommendation.
