For Gitanes (239 Kearny) the police noted the establishment sits in a high‑crime plot and in an area of undue concentration; ALU recommended conditions including no audible noise beyond licensed area, no off‑premises sales, prohibition on loitering, and that alcoholic beverages be served by employees (no bottle/self service). Applicant Frank Leclerc, who said the restaurant has operated under a Type 47 license for almost a decade, told the committee he is seeking the Type 48 due to a lease change affecting his kitchen use.

For Duke Lloyd’s Pantry (5900 Third Street), Sergeant George reported no letters of protest and Bayview station had no opposition; recommended conditions included hours limits (7 a.m.–10 p.m.), minimum multi‑pack sales for some products, graffiti removal within 72 hours, and limits on shelf space used for alcohol.

For the 7‑Eleven at 644 Mission, counsel Jennifer Oden and franchisee Surinder Singh described training, undercover compliance checks and community support (petitions referenced in the packet). Police recommended hours restrictions, a floor‑space cap for alcohol display, and minimum pack sizes for beer and wine coolers. The applicant agreed to the conditions and the committee moved all three items forward with recommendation to the full board.
