Committee backs rezoning at 1990 Folsom to allow 100% affordable housing

Christy Alexander, planning department staff, told the committee the ordinance would amend the Planning Code to reclassify 1990 Folsom Street from production, distribution and repair (PDR)-1-G with a 58X height and bulk designation to urban mixed use with a 90X designation to allow an eight‑story, 88‑foot, 100% affordable housing mixed‑use project of roughly 154,800 square feet and up to 143 dwelling units.
Alexander said the project would include a childcare center, resident open space and on‑site PDR space. She told the committee the Planning Commission heard the reclassification after public comment and voted 6–0 to approve the ordinance and forward it to the Board of Supervisors.
Feliciano Verra, identified as a senior project manager with Mission Economic Development Agency, said the project would replace existing on‑site PDR on a one‑for‑one basis and asked the committee for its support. Dairo Romero, a community organizer with NEDA and Mission resident, urged approval and described community mobilization behind the proposal and voter‑approved funding that supports Mission District affordable housing.
Supervisor Katie Tang moved to send the ordinance to the full Board with a positive recommendation. Chair Mark Farrell took the motion "without objection," and the clerk noted items acted upon that day would appear on the Oct. 17 Board agenda.
The committee’s recommendation now moves the ordinance to the full Board for its consideration on Oct. 17.
