Budget panel approves $430,000 release to SFPUC for CCA negotiations; larger marketing funds held in reserve

The Budget and Finance Committee on Dec. 10 approved a reduced release of reserve funds — $430,000 — to support the San Francisco Public Utilities Commission’s (SFPUC) Community Choice Aggregation (CCA) procurement negotiations. The full $1,873,500 the PUC requested remains on reserve pending additional information and oversight.
Mike Campbell, director of the SFPUC’s Community Choice Aggregation program, told the committee the funds requested were for two broad categories: negotiation costs to select and contract with an energy service provider, and outreach—including statutorily required opt-out notices and marketing for customer enrollment. "The funds we're asking to be removed from reserve... fall into 2 broad categories: 1 is the negotiation effort … and the second is to do the outreach efforts that we think will be very important to the community," Campbell said.
The Budget and Legislative Analyst recommended trimming the release to $430,000 to cover the estimated costs of the City Attorney’s Office and consultants needed for negotiations and to hold the remainder pending further reporting. "We recommend that you reduce the amount requested for release… to $430,000," the analyst said. Several supervisors said they supported the smaller release and required the PUC to return with additional detail before any further funds were released. The committee approved the $430,000 release without objection.
Next steps: The PUC will continue supplier evaluations; the committee asked for more detailed background and financial modeling before releasing additional funds for outreach and marketing.
