Redevelopment Agency budget amendment to add three positions for Hunters Point/Candlestick Phase II; agency says developer will cover costs

Fred Blackwell, executive director of the San Francisco Redevelopment Agency, asked the Budget and Finance Committee to approve a budget amendment authorizing up to $520,743 in expenditures to fund three positions (senior project manager, assistant project manager, staff associate) to implement Hunters Point Shipyard Phase II and the Candlestick integrated project.

Blackwell said the roles will manage land transfer from the Navy, coordination for the Alice Griffith redevelopment, on‑site property management, grant monitoring and overall project coordination. He told the committee that "the positions that will be needed and that we're requesting right now will be completely covered by the developer pursuant to the disposition and development agreement negotiated with Lennar," and that therefore, the amendment will not impact the agency's or the city's general fund.

Supervisors asked whether existing staff in the mayor's Office of Economic and Workforce Development (OEWD) would be transferred or whether the agency would post the positions. Blackwell said the agency must post the jobs and that OEWD staff who worked on entitlements (named in the transcript as Tiffany Bohee and Andrea Brus) are expected to apply, but the outcome is not yet known. The mayor's budget office representative (Rick Wilson) said he could follow up on whether any OEWD positions would be deleted, and supervisors asked the agency to notify the Budget Committee if city employees are hired so the committee can assess any impacts.

No members of the public spoke. The committee moved the item to the full Board with recommendation "without objection."
