The Budget and Finance Committee recommended that the full Board consider SFMTA’s contract with Hill International to provide an agency capital program control system and related support services for up to eight years at a negotiated amount not to exceed $22,268,541. Committee staff said the agency has secured $10,784,800 in federal grants and roughly $2,700,000 in Proposition K funds—about $13,481,000 toward the estimated contract total—and that no funds can be expended until certified by the controller.
Arthur Long, construction manager for the Central Subway project, described the system as a replacement for outdated 1970s technology that will integrate project information from inception to closeout and allow near real‑time monitoring across agency projects. He said Hill International met SBE requirements (26%) and will use local subcontractors for portions of the work. "The contractor in this particular case, Hill and Ashell, competed with two additional firms and scored highest," Long said.
Mister Rose summarized the RFP scoring and fiscal tables, noting Hill scored about 83.02 points to Shaw Group’s 74.75. Supervisors asked whether the eight‑year term means the staffing needs will continue indefinitely; Long said Hill will install the system in the first years and SFMTA staff will eventually operate and service it. There were no public speakers on the item. The committee moved the resolution forward to the full Board with recommendation "without objection."
Next steps: the contract and related funding will go to the Board for consideration; any expenditure will require controller certification of funds.
