Budget Committee forwards annual prevailing-wage resolution to full Board

Supervisor John Avalos, chair of the Budget and Finance Committee, said the committee would forward a resolution that annually sets prevailing wages for several categories of city-contracted work to the Board of Supervisors. Anita Sanchez, representing the Civil Service Commission, told the committee the action is the annual setting of prevailing wage rates and cited charter section 87.204(b) and related administrative-code provisions as the legal authority.
Mr. Rose, the committee’s budget analyst, said the prevailing rates are listed in the committee report and recommended the Board approve the resolution as a policy matter. He and Sanchez told the committee that rates are determined using collective-bargaining MOUs and wage determinations from the California Department of Industrial Relations, with cost-of-living adjustments applied over time.
There was no public comment on the item. The committee adopted the recommendation without objection and will forward the prevailing-wage resolution to the full Board of Supervisors for consideration at its Nov. 23, 2010 meeting.
