The Land Use and Transportation Committee on Jan. 8 forwarded to the full Board interim zoning controls for the Excelsior and Outer Mission commercial corridor intended to pause the proliferation of non‑retail and non‑neighborhood‑serving uses while a neighborhood plan is completed.
Supervisor Ahsha Safaie, sponsor of the measure, said the controls were developed through an Excelsior Outer Mission working group that included residents, merchants, planning staff and the city’s Office of Economic and Workforce Development. The interim rules would require conditional use authorization for institutional uses, private community facilities, religious institutions, certain social‑service and philanthropic facilities, and some personal‑service uses for an 18‑month period while the city develops a final plan.
Rachel Tanner of the Planning Department said outreach included community meetings, a neighborhood survey with nearly 1,000 responses and student inventories of existing corridor uses to inform four policy areas: public realm, mobility, land use and housing, and small‑business support. Safaie said the pause is intended to give the city time to craft targeted long‑term measures and to curb unpermitted or over‑concentrated uses.
The committee took the motion to move the item forward without objection. Sponsors said they would continue stakeholder conversations and return to the board during the interim period with more detailed recommendations.
