The Budget and Finance Committee on Jan. 12 recommended that the Board of Supervisors approve three bicycle facility grant agreements funded by the Bay Area Air Quality Management District (BAAQMD).
Louis of the San Francisco Municipal Transportation Agency told the committee that BAAQMD requires contract terms equal to the useful life of the facilities plus three years. For typical bike lanes with a 10-year useful life, that produces a 13-year contract, which triggers a charter requirement for board approval of contracts longer than 10 years.
Chair John Avalos asked whether this was the first significant round of bike-rack installations since the bike-planning pause; Damon Curtis of SFMTA said it was not, and that the city uses multiple funding sources for racks and bike infrastructure and this BAAQMD funding is one of them. No members of the public spoke on the item.
Supervisor Ellsberg moved to forward the resolution with the committee's recommendation; the committee took the item forward without objection, advancing the agreements to the full Board of Supervisors.
