Supervisor Aaron Peskin introduced an ordinance to amend the city’s inclusionary housing ordinance to reflect changes in state law, specifically Assembly Bill 1505 (the so‑called "Palmer fix"). Peskin said AB 1505 restores local authority to condition development approvals on on‑site affordable rental housing without requiring a Costa‑Hawkins exemption agreement and that the local code should be updated to conform to the new statute. "Given that AB 1505 went into effect 29 days ago on the first of this year, I've introduced this legislation before you today, which merely conforms our local inclusionary program with these new Palmer fix provisions," Peskin said.
Peskin proposed several technical amendments — replacing references to the redevelopment agency with the Office of Community Investment and Infrastructure (OCII) and the Department of Homelessness and Supportive Housing, and adjusting cross‑references in the planning code. Planning Department staff Carly Grove told the committee the Planning Commission unanimously approved the modifications on Jan. 11 and made staff available for questions. Supervisor Peskin moved to send the ordinance to the full Board with a positive recommendation; the committee agreed to forward the item for consideration.
