Committee advances three liquor‑license items for Epicurean Trader, Whole Foods and Commonwealth Club

The applicant, Matt Pond, told the committee the shop is a small husband‑and‑wife business focused on local artisanal products. Sergeant George noted the site is in a Plot 519 high‑crime area and Census Tract 130 (an area of undue concentration) but said Northern Station raised no opposition; ALU recommended approval with conditions that include sales hours from 10 a.m. to 10 p.m., a prohibition on loitering and a ban on distilled spirits under 200 ml. The committee moved the transfer forward after a motion to affirm the transfer served the public convenience.
For Item 2, Sergeant Kennedy presented a PCN report for Whole Foods Market at 1150 Ocean Avenue, which sought to convert its existing Type 20 (beer and wine) license to a Type 21 to sell distilled spirits. Melanie Johns, representing Whole Foods, told the committee the Ocean Avenue store has operated since 2012, has no prior ABC violations or neighbor complaints and sought the change based on customer requests; she said the applicant had letters of support from neighborhood associations. Supervisor John Avalos cited neighborhood support and moved the item forward.
For Item 3, Sergeant George presented a PCN report for the Commonwealth Club of California at 110 Embarcadero seeking a Type 51 private‑club license to sell to members and guests only. Nicholas Leon, vice president and CFO of the Commonwealth Club, noted the Club has been in the city for more than a century and has roughly 22,000 members; ALU recommended approval with no conditions. The committee moved the item forward with a positive recommendation.
All three items were forwarded to the Board as committee reports without recorded opposition.
Next steps: each item will appear on the Board of Supervisors agenda for the date noted by the clerk.
