Rules Committee forwards eight appointments to full Board, including four IHSS Public Authority nominees

San Francisco Board of Supervisors' Rules Committee Chair Hilary Ronan on Oct. 26 moved to forward eight appointments — four to the In-Home Supportive Services (IHSS) Public Authority and four to Assessment Appeals boards — to the full Board with a recommendation for confirmation. The committee voted unanimously.

The actions came during a remotely held Rules Committee meeting. Ronan said the IHSS Public Authority's role in helping seniors and people with disabilities remain safely in their homes has become "so important now more than ever" during the COVID-19 pandemic and thanked the applicants for stepping forward.

Applicants briefly addressed the committee. Alexander Madrid said he was grateful for the opportunity: "I just wanna say to the community that I thank you for having me and considering me as a member of San Francisco Public Authority Board members." Robin Wilson Beetle described experience on both sides of care delivery: "I have been on both sides of the issue... I've been a consumer of the services, but I've also worked in disability advocacy... and worked as a personal care attendant." Sasha Bittner, who joined after technical difficulties, asked simply, "I hope to be considered for this." The chair noted incumbent Daisy McArthur was not present but described her as a longtime leader on in-home care issues.

Applicants for the Assessment Appeals boards summarized relevant experience for the role. Diane Robinson said, "I've been on the board for a long time... I have always gotten a great deal of satisfaction from lending my real estate skills to the city." Elizabeth Zahra, an attorney and broker, said she brings "both the legal background and the real estate background" and noted prior service as an alternate. Richard Lee described his commercial and residential appraisal and property experience in Union Square and his readiness to serve during an uncertain tax year. Jeffrey Lee, calling in by telephone after reporting Microsoft Teams connectivity issues, described two decades-plus of legal experience, including time as a temporary judge and work at the Department of Justice.

The committee made the three motions to forward the appointments, called the roll for each, and recorded unanimous 'aye' votes from the members present. Each motion "passed without objection," according to Clerk Victor Young. The meeting concluded after the three items were moved forward.

The full Board of Supervisors will consider these recommendations at a future Board meeting; no confirmation votes were taken by the Rules Committee itself.
