Committee advances two liquor-license applications, continues one after neighborhood and ALU concerns

The applicant and neighborhood supporters described soundproofing, additional security and neighborhood benefits. Given ALU's negative recommendation and the need to hear from the district supervisor, the committee voted to continue the item to the next Public Safety and Neighborhoods Committee so the supervisorial office can provide input and the committee can further evaluate.
Item 5: Boxcar Theater (644 Broadway) received a positive recommendation with conditions from Sergeant Kennedy: restrictions on loitering, noise not audible outside the licensed area, limits on container sizes, and other controls. David Gluck, representing Boxcar, said the nonprofit theater invested approximately $3,000,000 to renovate the space and has approvals from relevant city departments. The committee moved the recommendation forward as a resolution with those stated conditions.
Item 6: Billy Goat Liquor (3499 Mission) was presented with a set of AOU conditions (restricted package sizes, limits on alcohol by volume for some items, loitering prohibitions, graffiti removal requirements, hours of sale and responsibilities to maintain adjacent sidewalks). Applicant John Gavin said he had done local outreach and plans to operate a community‑oriented corner store that serves coffee in the morning. Supervisor David Campos, the district supervisor for the area, moved the item forward accepting the listed police conditions.
All three actions were taken by motion and carried without recorded opposition in the committee; where ALU recommended denial (Jackalope) the committee chose a continuance to allow the district supervisor and additional perspectives to be heard.
