Committee members heard SFMTA real estate staff explain a jurisdictional transfer of approximately 17 acres related to a 2001 memorandum of understanding among the Port, SFPUC and SFMTA that enabled development of a Metro East facility. Staff said the 2001 consideration included a payment of $25,700,000 and an additional $4 million contribution for bridge design and construction at that time. Supervisor Aaron Peskin noted the Board’s changes to Administrative Code chapter 23 requiring appraisals are not triggered because the transfer and consideration predate the code changes; he emphasized the public nonetheless has a right to know transfer values when enterprise agencies exchange property.
