The Land Use and Transportation Committee on July 10 recommended that the full Board adopt CEQA findings supporting SFPUC repairs to the San Andreas Pipeline No. 2. An SFPUC representative described a project to replace and rehabilitate approximately 6,500 feet of a 54-inch pipeline constructed in 1928 after a portion not upgraded in prior seismic work failed in 2015, causing the loss of millions of gallons of water.
Planning Department staff issued an EIR addendum in April 2017 and concluded the additional pipeline work would not result in new or more severe CEQA impacts. The SFPUC commission adopted a resolution approving the repairs and CEQA findings and asked the Board to adopt the addendum findings to allow work to proceed. With no committee questions and no public comment, Supervisor Katie Tang moved to send the item to the full Board with a positive recommendation; the committee took the motion without objection.
The committee’s recommendation is a procedural step; full Board action is required to finalize CEQA findings and allow project implementation.
