Supervisors Forward MHSA Annual Report to Full Board

Charles Mayer, acting director for the Mental Health Services Act at the San Francisco Department of Public Health, told the Board—6s Public Safety & Neighborhood Services Committee on Feb. 25 that the FY2015-16 annual report documents progress implementing the county—6s MHSA programs and does not request budget approvals. The report updates work on the five MHSA program components, including community services, capital projects, workforce development, prevention and early intervention, and innovations, and summarizes data from FY2013-14 with updates for FY2015-16.
The report, Mayer said, was developed with multiple stakeholders —1 mental health program directors, community-based organizations, clients and family members —1 and relies on program reports, focus groups, monitoring reports and participant surveys. He noted that the Department submitted and received approval for a three-year program and expenditure plan in FY2014-15 and that annual reports are required to be adopted by the Board before state submission.
Committee Chair Supervisor Jane Kim opened public comment on the item and, seeing none, accepted a motion to forward the report for full Board consideration. The committee approved the motion without opposition, meaning the full Board will next consider the MHSA annual report as an informational and compliance item rather than a budget request.
The committee made no substantive amendments at the hearing; departmental staff said budgetary actions for specific behavioral-health components occur through the regular budget process. The Board—6s action to forward the report preserves the record of stakeholder input and keeps the county on schedule for state MHSA reporting requirements.
