Rules Committee continues charter amendment to create Public Works Commission to chair's call

The San Francisco Board of Supervisors Rules Committee on June 22 continued a proposed charter amendment to the call of the chair after the item uthor and sponsor, Supervisor Matt Haney, asked to postpone consideration so he could present the measure at a later date.
The amendment, as read into the record by the clerk, would amend the City and County of San Francisco charter to create a Public Works Commission to oversee the Department of Public Works, create a Sanitation and Streets Department, transfer specified duties now performed by Public Works, create a Sanitation and Streets Commission to oversee that new department, and affirm the Planning Department etermination under the California Environmental Quality Act. The clerk also noted an election on the measure is scheduled for November 30, 2020.
Supervisor Matt Haney, identified as the item uthor, said he was "very excited to ... present this very, exciting and and and needed, charter amendment," but asked the committee to postpone the presentation and vote to the next meeting so the item could be heard with fuller preparation. After the chair closed the public-comment period (no callers were in the queue), Chair Hillary Ronan moved to continue the item and revised the motion to continue it to the call of the chair. Supervisors Catherine Stephanie and Gordon Marr recorded "aye" and Chair Ronan voted "aye." The motion passed without objection.
Because the motion was to continue the item rather than to forward a recommendation, the committee took no substantive action on the substance of the amendment at this meeting. The clerk noted items acted on by the committee generally appear on the Board of Supervisors agenda on June 30 unless otherwise stated; the committee did not take a final vote on the charter change and no public testimony was taken at this session.
The measure will return at a later Rules Committee meeting at the discretion of the chair, at which time the sponsor indicated he intends to present the proposal in greater detail.
