Budget analyst Mr. Rose reviewed the fiscal analysis and identified estimated annual savings ranges but warned the new cost‑per‑meal model could exceed current costs unless the inmate census increased substantially (the analyst noted an increase of roughly 665 inmates would be required to reach that point, a 36% rise that hasn’t occurred in a decade). The report also identified an error in the resolution’s not‑to‑exceed amount and recommended amending the document to reflect the correct figure and to make the amendment retroactive to July 1, 2010. The committee accepted the budget analyst’s recommendation and forwarded the amended resolution to the full Board with recommendation.
