Committee recommends payments contract with SF Community Health Authority for Healthy San Francisco

The Budget and Finance Committee voted to forward to the Board of Supervisors a resolution authorizing the director of public health and the Office of Contract Administration purchaser to contract with the San Francisco Community Health Authority (SFCHA) to provide provider payment services for the Healthy San Francisco program for the 2010–2011 term (07/01/2010–06/30/2011).
Tangerine Brigham, director of Healthy San Francisco, said the one-year contract will provide payments and reimbursements to non-department providers who deliver services to program participants and stressed the program is a partnership with community-based organizations. Brigham said SFCHA has been used for this work in the past and that the department concurs with the budget analyst's recommendations.
The budget analyst, identified as "Mister Rose," told the committee the contract was originally awarded on a sole-source basis and has not been competitively bid; Rose recommended approval while also suggesting the controller consider a review of SFCHA’s fiscal condition because the Board of Supervisors and controller's office have not independently reviewed the agency’s detailed finances. Responding, Monique Smuta of the controller's office noted SFCHA is a contractor of the city and county and the controller's office has audit access and may perform a review; she said SFCHA also submits financial statements to the state Department of Managed Health Care for oversight.
The committee opened public comment and, with no speakers, closed the record. The committee recommended the resolution for approval and will forward it to the full Board.
