Subcommittee extends Treasure Island leases and cooperative agreement, cites delayed Navy transfer

The subcommittee considered resolutions (Items 8–13) to extend multiple Treasure Island master leases and to modify the cooperative agreement with the U.S. Navy to extend the city’s responsibilities for island operations through Sept. 30 of next year.

Miriam Saez, Director of Island Operations for Treasure Island, told the panel that the Treasure Island Development Authority currently leases properties from the Navy at no cost pending full transfer, and that annual lease amendments have been routine. She said interim subleases generate operating revenues for TIDA, including commercial and event uses, and that TIDA expects the transfer from the Navy to occur within the next 12 to 18 months. Saez asked the committee to approve one‑year extensions of the master leases and the cooperative agreement to maintain operations until transfer.

The budget analyst reported the agency has sought similar extensions in prior years and noted the persistent delay of the Navy‑to‑TIDA transfer; the analyst recommended approval of the resolutions. The committee forwarded the items to the full Board with recommendation.

The subcommittee record shows the extension requests are procedural renewals to preserve TIDA’s operational authority pending completion of environmental review and negotiations with the Navy. The proposed coop agreement extension would keep the city responsible for utilities, security and grounds maintenance until the transfer occurs.
