The Rules Committee on May 11 voted to adopt amendments and forward an ordinance to extend the Balboa Reservoir Community Advisory Committee (CAC). The ordinance amends the Administrative Code to extend the CAC’s sunset date from May 8, 2020 to July 1, 2021 and requires the advisory body to provide input after development entitlements have been issued.
President of the Board Norman Yee described founding the Balboa Reservoir CAC in February 2015 to create a structured venue for neighbors to shape project principles and parameters. He told the committee the CAC had recently lapsed (its sunset occurred May 8) and neighborhood members had asked for an extension so the committee could continue providing input during entitlement reviews, the Special Use District process and development agreement negotiations.
President Yee offered non‑substantive, retroactive amendments to ensure continuity for the committee given the lapse in the sunset date, and requested the item be heard as a committee report at the full Board meeting the next day. Chair Ronan moved to adopt those amendments; the committee took a roll call vote and the motion passed with unanimous support. The committee then voted to forward the amended file to the full Board as a committee report recommending approval.
Yee said the CAC has been a model for public input and emphasized continuing engagement with neighbors and the developer through the next phases, including construction and mitigation measures. The item will appear on the Board agenda for further action.
