The Public Safety and Neighborhood Services Committee on April 16 moved to forward a type 21 off‑sale liquor‑license transfer for Golden State Market at 4448 Mission St (District 11) to the Board of Supervisors as a committee report.
Lieutenant Dave Falzon told the committee the police department recommended approval with conditions similar to other transfers: restricted hours (7 a.m. to midnight Sunday–Thursday; 7 a.m. to 1:30 a.m. Friday–Saturday as proposed), limits on display space for alcohol, minimum packaged quantities, and restrictions on certain malt beverages and small spirit bottles. Falzon said the location is in an area of high crime but is not in an area of undue concentration; the district station had no opposition on file.
The applicant, Esperanza Gudino, did not appear. Supervisor Marham and staff recommended continuing the item briefly; later, Francis Shea of Supervisor Avalos’ office addressed the committee in support of the transfer, noting merchant‑association and police support and that the operator serves the community. Supervisor David Campos moved to move the item forward as a committee report and the committee agreed without objection.
Next steps: The transfer will appear on the Board of Supervisors agenda for final action.
