Committee advances small rezoning to include two Upper Market parcels in NCT district

The Land Use and Transportation Committee moved unanimously to forward to the Board of Supervisors an ordinance that rezones two remaining parcels on Market Street into the Upper Market Street Neighborhood Commercial Transit (NCT) District and updates Planning Code language to ensure consistent application of market activity inclusionary fees and community improvement impact fees.
Andres Power, representing Supervisor Scott Wiener’s successor sponsor (Supervisor Sheehy), described the measure as a "tiny piece of legislation" intended to "close the loop" by bringing two parcels that were unintentionally excluded into the Upper Market NCT District when the district was expanded in an earlier rezoning.
Diego Sanchez of the San Francisco Planning Department told the committee the ordinance corrects code language so that all properties within the Upper Market NCT would be subject to inclusionary fees and community improvement impact fees. Sanchez said the Planning Commission heard the item on Sept. 29, 2016, and recommended approval.
Supervisor Katie Tang moved to send the item to the full Board with a positive recommendation; the committee took the motion without objection.
The committee advanced the zoning cleanup ordinance to the Board of Supervisors for further consideration.
