Rules Committee approves four ENCAC appointments, reappoints Small Business and regional water finance authority members

Supervisor Shimon Walton moved to nominate and support JR Eppler, Irma Lewis, Jolene Yee and Keith Goldstein for the four ENCAC seats; the chair confirmed the motion "Without objection, that motion passes." On Item 3, the committee reappointed William Ortiz Cartagena to seat 3 of the Small Business Commission for a term ending Jan. 6, 2024. Cartagena described efforts during his tenure to digitize San Francisco’s business registration process and to pursue a paperless initiative and a 90-day CP3 program for qualifying small businesses. Supervisor Hillary Ronan moved to reappoint Cartagena; the motion passed without objection.
Item 4 was a resolution to reappoint Harlan L. Kelly Jr. for a four-year term ending June 30, 2023 as a director of the San Francisco Bay Area Regional Water System Financing Authority. Supervisor Gordon Marr moved the recommendation and the committee approved it without objection. No public testimony was offered on Items 3 or 4.
