Committee advances $406,665 reserve release for Superior Court indigent defense

The Budget & Finance Subcommittee advanced a staff request to release $406,665 in reserve funds to the San Francisco Superior Court to fund indigent defense expenses. Michael Yoon, chief financial officer for the Superior Court, said the court previously requested a $3.3 million supplemental appropriation and that $406,000 had been placed on reserve; he asked the committee to release the reserved $406,665, citing an increased caseload.

"We respectfully request the release of $406,665," Michael Yoon said, adding the court has experienced roughly a 31% increase in caseload compared to the prior year. The budget analyst, Mr. Rose, reviewed the court's estimated expenditures for the indigent defense program and recommended releasing the requested amount, saying, "we do recommend, that you release the requested 406,665."

Supervisor John Aveloz asked whether the Public Defender must report statistics on cases that go to conflict counsel rather than the Public Defender's office. A controller's office representative, Monique Samuda, said there is no formal reporting requirement but that data likely exists at the public defender and the courts and can be provided when the public defender's budget is before the committee.

After no public comment, Supervisor McRamey moved to release the reserve funds to the Superior Court; the committee took the motion without objection and advanced the item to the full Board of Supervisors agenda for June 8.
