Rules Committee backs HOPE SF ‘right to return’ ordinance, sends it to full Board

The Rules Committee on Nov. 18 voted to send HOPE SF "right to return" legislation to the full Board of Supervisors with a positive recommendation.
Theo Miller, director of HOPE SF in the Mayor’s Office, described the ordinance as a tri-fold measure: it gives current households a right to return to newly built units, creates priority preference for current or former HOPE SF household members for available affordable and tax-credit units, and establishes a process to transform aspects of the housing authority so displaced families can return. Miller cited return statistics: about an 80% return rate at Hunters View and a 90% return rate at Alice Griffith, while noting concern about Sunnydale and Potrero Hill returns.
Supervisor Shimon Walton, a sponsor of the legislation, framed the measure as a step toward repairing past policy harms and bringing displaced residents back to neighborhoods long neglected. Dozens of public commenters — many residents of Hunters View, Sunnydale, Potrero Hill and other HOPE SF sites — urged the committee to pass the policy and emphasized local hiring and career opportunities during construction.
The committee approved the motion to move Item 4 forward with a positive recommendation to the full Board; the measure will next be considered at the Board of Supervisors for final action.
