The Land Use and Transportation Committee forwarded to the full Board an ordinance that would amend the Sacramento Street Neighborhood Commercial District (NCD) to require a conditional‑use authorization for new medical service uses on the ground floor and for medical services used as an accessory use at ground level.
Kanishka Karuna Rathna, legislative aide to Supervisor Farrell, presented the item as neighborhood‑driven legislation intended to address merchants’ concerns that retail and active service uses are being replaced by medical offices and medical spas operating as medical services. The proposal would permit medical services above the ground floor by right while requiring a conditional‑use review for new ground‑floor medical services and accessory ground‑floor medical uses.
Aaron Starr of the Planning Department told the committee the Planning Commission reviewed the matter on Nov. 17 and recommended approval. No public commenters spoke on this item during the committee hearing. The committee voted to send the ordinance to the full Board with a positive recommendation; the motion passed without objection.
Next steps: The full Board will receive the ordinance and vote on the zoning change as part of its upcoming agenda.
