Committee advances charter amendment to preserve retiree health eligibility for some Housing Authority employees

The Rules Committee on Oct. 28 voted to forward to the full Board a proposed City Charter amendment that would allow the City and County of San Francisco to count certain Housing Authority service toward city retiree medical benefits for employees who transition into city jobs.
Andrea Breast of the Mayor's Office described the measure as a March 2020 ballot amendment intended to minimize financial and personal impacts on Housing Authority employees during an ongoing restructuring to comply with the U.S. Department of Housing and Urban Development. She said "this measure was developed in consultation with employees of the Housing Authority and the respective labor unions that represent them." Breast told the committee the first round of restructuring affected 90 employees, 25 of whom had transitioned into city positions as of Oct. 1, and that the administration made about 60 city positions available to the impacted group.
Christina Fong, deputy director of the Municipal Executives Association, spoke in support, noting many long-term Housing Authority employees (20–30 years) who could otherwise lose retiree health benefits without a charter change.
A supervisor moved to forward the item with a positive recommendation; the committee approved the motion "without objection." The item will proceed to the full Board for consideration and, if placed on the ballot, to voters in March 2020.
Next steps: The Board will consider the item for referral to the ballot; administration officials said they will continue phased restructuring and outreach to affected employees.
