The Rules Committee recommended forwarding two appointments to the Cannabis Oversight Committee on Oct. 21 after hearing from applicants and public endorsers. The committee moved to recommend Jessica Scribe (UFCW Local 5) to seat 10 and Sean Richard (Brothers Against Guns, equity applicant) to seat 12; the motion passed without objection.
Applicants described relevant experience: Jessica Scribe said she has seven years in the cannabis community and retail experience in San Francisco; Sean Richard described his equity retail application in the Haight and his community violence‑prevention work and urged the committee to prioritize African American representation on the oversight body.
Multiple public commenters—including Tracy Gallardo, Rudy Corpus, and Johnny Delaplane—supported Sean Richard.
