Rules Committee approves appointments and forwards ordinances on Indigenous People's Day, hotels and a drug‑dealing task force

The Rules Committee on Sept. 16 took several procedural and legislative actions and forwarded multiple items to the full Board of Supervisors.
The committee approved a motion appointing Supervisor Rafael Manaman to a two-year term on the Association of Bay Area Governments Executive Board Regional Planning Committee. The committee also forwarded an ordinance containing technical amendments to the administrative code in support of Indigenous People's Day.
On land use, the committee accepted amendments and forwarded an ordinance to reenact and revise the tourist hotel conversion ordinance (chapter 41f of the administrative code), which deletes a previous sunset provision and preserves restrictions on converting rooms in large tourist hotels to condominiums while allowing a limited conversion process tied to a 40,000-room city inventory threshold.
The committee accepted amendments and forwarded an ordinance to establish a street-level drug-dealing task force focused on the Tenderloin, Civic Center, Mid‑Market and South of Market neighborhoods; the sponsor said $200,000 was secured in the current budget to fund the task force and the group will produce quarterly reports.
Clerk Victor Young confirmed that items acted upon on Sept. 16 will appear on the Sept. 24 Board agenda. All motions in committee passed without recorded roll-call votes and without objection.
