The Budget and Finance Subcommittee recommended that the Board find the San Francisco International Airport's runway safety area (RSA) project fiscally feasible under Administrative Code Chapter 29 and forwarded the item to the full Board.
Kathy Weidner of the airport described the project: improvements to eight runway ends across SFO's four runways to meet FAA safety objectives, constrained by the Bay and Highway 101 at two runway ends. The airport plans to use Engineered Materials Arresting Systems (EMAS) — a crushable engineered material — where conventional RSA construction is infeasible. The project was estimated at approximately $200,000,000; Weidner said about 75 percent of that amount is expected to be reimbursable through FAA grants, with the airport covering an estimated $50,000,000 via general airport revenue bonds.
Harvey Rose, the budget analyst, said the project meets the board's fiscal feasibility criteria and recommended approval, noting that only five of eight improved runway ends would fully meet FAA design criteria and that only four of eight would be completed by the federal deadline of Dec. 31, 2015, but staff still recommended moving forward because of the net passenger and aircraft safety benefits and because the proposal avoids expanding into the Bay or relocating Highway 101.
The committee approved forwarding the item to the full Board without objection.
