John Thomas, program manager for the Laguna Honda replacement program, described Modification 17 to the Anshen + Allen/Stantec joint venture agreement. The amendment covers extended on‑site construction administration, additional mechanical/electrical/plumbing and structural staff, design support for scope changes such as a study for a new dialysis center, resident laundry rooms, increasing bed exit alarms above the originally planned 218 beds, and enhanced cooling for IT equipment.
Harvey Rose, the budget analyst, explained that the initial design agreement was for conceptual and environmental work with a not‑to‑exceed amount of $2,752,000 and that additional phases have been added through amendments. Rose noted prior modifications (including modification 16, which was under $500,000 and already executed) and recommended amending the resolution to adjust the not‑to‑exceed amount incrementally; he recommended approval of the resolution as amended.
Supervisor discussion included a public announcement that a ribbon‑cutting is planned for June 26, with a tentative 1:00 p.m. start and public tours of completed work. The committee accepted the budget analyst amendments and moved the item forward to the full board without objection.
The item will be placed on the full Board agenda with the budget analyst's recommended amendment and the amended not‑to‑exceed amount reflected in the committee report.
