Committee backs two sign‑code updates to tighten enforcement, restrict relocatable billboards

The Land Use & Transportation Committee voted to forward two related ordinances to the full Board that would strengthen enforcement against illegal general advertising signs and update planning code definitions and districts that govern sign placement.
Supervisor Aaron Peskin said the measures respond to gaps exposed by a recent illegal sign incident and aim to better align enforcement with event durations. The proposals would reduce the notice period for removal from 30 days to three days if served in person (five days by mail) in certain circumstances and establish escalating fines tied to duration on site. "There was a 30 day notice provision, and yet the event itself was going to last much less than 30 days," Peskin said.
Anne Marie Rogers of the Planning Department relayed the Planning Commission's endorsement, identifying three objectives: strengthen control of general advertising signs, align sign controls with First Amendment protections for noncommercial speech, and update and improve signage controls.
Public commenters from urbanist and neighborhood groups (including Tom Radulovich and others) supported the ordinances as means to protect neighborhood character and limit billboard blight. The committee accepted technical amendments to item 4, then forwarded item 4 (as amended) and item 5 to the full board with recommendations for consideration on the board calendar. Motions were approved without objection in committee.
