April Vanaracion Ng introduced a technical amendment to the administrative code to clarify the housing balance report’s data collection. The change explicitly includes units removed from the rental market through owner move‑in evictions, as well as the existing categories (condo conversions, demolitions and Ellis Act evictions), and corrects timing of biannual and annual report dates to better sync with the Planning Department’s reporting calendar.
Vanaracion Ng said the Planning Commission requested minor modifications, which the city attorney prepared. Fernando Marti of the Council of Community Housing Organizations testified in support, saying the change improves the city’s ability to count housing lost as well as created.
The committee adopted the amendments without objection and forwarded Item 3 to the full Board of Supervisors with a positive recommendation.
