Rules Committee forwards Free City funding package to full Board after stakeholder changes

Supervisor Gordon Mar described a tentative agreement that would fully fund Free City for the coming decade, accelerate $8.6 million in start funding, provide a $5.4 million one‑time reimbursement to City College for prior underfunding, and move $2 million from the Free City reserve into a newly constituted Free City fund and reserve. To effect the deal, the committee considered withdrawing a previously filed charter amendment (item 4), approving an ordinance to amend the City College financial assistance fund and oversight committee membership (item 5), and directing the Department of Children, Youth and Their Families (DCYF) to negotiate a 10‑year MOU.
Mar and City College representatives negotiated changes to the oversight committee membership that increase student representation (including adding a seat appointed by City College Associated Students and making the student trustee a voting member) and adjusted appointing authorities for faculty and classified representatives to be chosen by City College bodies. Deputy City Attorney and City College trustees worked through vacancy-notification language and appointment timing during committee discussion.
Students, faculty, labor (AFT), trustees and community groups testified in support of the package, asking for protections to preserve program intent and urging attention to oversight composition. The committee voted to forward items 4 and 5 to the full Board with a positive recommendation; the package was described as coordinated with a resolution planned for the GAO committee to direct DCYF to negotiate the 10‑year MOU.
The full Board will consider the ordinance and related items on July 16; departments and City College will finalize the MOU and implementing documents.
